Észak-Alföld Operational Programme (EAOP)
The European Commission has adopted the ÉAOP on 1 August 2007, by the Commission Decision of B(2007)3786.
Észak-Alföld Region being one of the six Hungarian convergence regions, the Észak-Alföld Operational Programme (hereinafter: ÉAOP) supports the implementation of Priority 5: Regional Development of the New Hungary Development Plan in particular. Furthermore, only the twinning of a regional programme and sectoral operational programmes can fully meet the development needs of the region during the 2007-2013 period.
The operational programme supports all the micro- and macro-economic objectives of the Integrated Principles transforming the European Union’s reviewed Lisbon Strategy into structural objectives and the majority of its employment objectives (e.g. the development of the means of employment, the provision of an inclusive market, market compliance, bringing training and education in line with market needs).
The programme incorporates the principle of environmental, social and economic sustainability as well as cohesion into its strategy and also directly serves its attainment.
Taking into consideration the problems as well as the territorial imbalances and characteristics identified in the situation analysis and the regional development objectives and priorities outlined in the above documents, the ÉAOP sets the following long-term overall objective:
Based on the natural and social heritage and the characteristics of the settlement network of the Észak-Alföld Region, to strengthen regional competitiveness and redress territorial imbalances within the region.
The ÉAOP sets, in order to attain the specific objectives, the priority axes below:
- Priority axis: Regional economic development
- Priority axis: Tourism development
- Priority axis: Improving transport conditions
- Priority axis: Development of human infrastructure
- Priority axis: Urban and regional development
The overall budget of the programme is 285 billion HUF for the financial period 2007-2013.
The intermediate body of ÉAOP is the Észak-Alföld Regional Development Agency, who manages:
· the development of action plan for two years for the implementation,
· the shaping and operation of applications and project selection,
· the organisation of evaluation, preparations for decision-making, and the evaluation,
· the establishment of co-operation and information connections,
· the signing of contracts,
· the management of the actualisation of awarded application,
· professional and financial monitoring, and
· inspections, on-the spot checks.
