Baross Gábor programme 2006-2009

 

The main aim of the programme is to enhance the innovation activities in the region. The programme can contribute to the development of new goods, technologies and services through the attainment of R&D results. Thanks to the financial support the partnership between research institutions and companies will also be strengthened.

The Baross Programme was started in 2005 and the last call was in 2009. The funding source is the National Innovation Fund. During the preparation part the regional Innovation Agency was involved and launched the Regional Innovation Strategy. In the first year the Innovation Agency was also responsible for the preparation of the decision making which was took over by the Regional Development Agency (RDA) later on. In the R&D program in consortium universities, research institutions and companies applied for funding together. The participants in the programme had to prove that their project proposal enhance the development of new technologies and service through R&D. The duration of the decision making period took about 6-8 month, and the beneficiaries had 36 month to implement their project after they signed the subsidy contract. The RDA followed up the implementation, contributed in the financial control and in 2010 prepared an efficiency study.

Selection process:

After the applicants handed in the proposals, a formal check was carried out. The professional control was conducted by independent experts and they made an order concerning the quality of the proposal. Before the final decision a Regional Evaluation Committee discussed the recommendations of the experts and made a proposal for the National Office for Research and Technology, who is the final decision maker.

In the "Baross Programme R&D in consortium proposals could be handed in on Research and Development actions.

These actions are:

•      preparing prototype

•      project management

•      transaction of patent

•      dissemination activities

•      information services

•      consultative services

 

The proposals could contain one or a combination of these activities.

During the programme period (2005-2009) 143 project applications were sent to the Agency out of which 61 project were subsidised. Thank to the reallocation of budget from other initiatives the beneficiaries could use more than 11 million Euro to implement their projects. The participants had 36 month to start their R&D activities and try to reach the goal of the project that they introduced in the proposals. Thanks to that at the projects which were supported in 2005 and 2006 we had the possibility to measure their efficiency. Based on questionnaires the main aim was reached at 90% of the projects and around 60% of them could develop new marketable goods and services. The number of sold goods and services does not show such good results but a significant advance can be seen.
